UK tap water is generally considered safe for babies, including for making infant formula — but the readings that matter for babies (nitrate, lead, fluoride, PFAS, and microbiological compliance) vary by supply zone and by the property's plumbing. This guide gives you the short answer first — what to check, what the NHS says, and what to do — then a deeper section-by-section walk-through underneath.
Which Parameters Matter for Babies
The water-quality parameters that matter most for adults (hardness, taste) are different from those that matter for infants. Here's the baby-specific list, with the threshold that triggers extra precaution:
- Nitrate — blue baby syndrome risk. UK legal limit is 50 mg/L (set specifically to protect infants from methaemoglobinaemia), but the WHO recommends a more cautious < 10 mg/L threshold for water used to reconstitute infant formula. Highest in agricultural-groundwater zones — East Anglia, Lincolnshire, parts of the East Midlands.
- Lead — no safe level. Pre-1970 homes may have lead supply pipes; lead leaches into water that has stood overnight. Any detection above zero in the zone profile, plus an old property, is reason to flush the cold tap for 30 seconds before drawing water for formula and to request a free lead test from your water company.
- Fluoride — safe at UK levels for infants. Roughly 90% of England has natural fluoride below 0.3 mg/L; about 10% (parts of the West Midlands via Severn Trent, North East England via Northumbrian Water, and small areas in Eastern England) is artificially fluoridated to roughly 1.0 mg/L for dental-health reasons. - PFAS — emerging research on developmental effects. Infants are a sensitive group because their bodies are still developing and they consume relatively more fluid per body-weight than adults. 14 of the 22 UK water companies are under active DWI PFAS improvement notices, covering ~79% of UK postcodes. - Microbiological — coliform and E. coli compliance. UK companies are at >99.95% compliance year-on-year. Boiling per NHS guidance (below) provides the additional margin that protects against Cronobacter sakazakii, a rare but serious bacterial risk specifically in powdered infant formula.
What the NHS Says
The headline NHS guidance for using tap water for infant formula:
- Boil freshly drawn cold tap water and let it cool for no more than 30 minutes before mixing with formula powder. The water must still be at least 70°C when it touches the powder to kill Cronobacter. Do this until your baby is at least 6 months old.
- Don't re-boil water that has already been boiled, and don't use water that has been sitting in the kettle. Each bottle needs freshly boiled water.
- Avoid bottled water for formula by default. NHS advice is that bottled water is not recommended for reconstituting formula because mineral content (especially sodium and sulphate) is too variable between brands. If you must use bottled water, choose one with sodium < 20 mg/L and sulphate < 250 mg/L — and boil it just like tap water.
- Avoid ion-exchange softened water entirely. It has elevated sodium. Use the unsoftened bypass tap (most softener installations have one) or an alternative source.
- Never use the hot tap. Hot water dissolves metals from plumbing far more readily than cold; always start with fresh cold water.

What You Can Do
Three practical actions for parents using tap water for formula, ordered from most to least involved:

- Run the cold tap for 30 seconds before drawing water for formula, especially in older properties. This clears water that has been standing overnight in lead service pipes or copper plumbing. It's free and takes seconds — and it's the single biggest practical intervention for lead exposure from drinking water.
- Use fresh cold water only — never from the hot tap. The hot-water cylinder and pipework dissolve metals (lead, copper, nickel) into the water at far higher rates than cold pipes. Boil cold water for formula; don't shortcut by drawing already-warm water from the hot tap.
NHS guidance on making infant formula
The NHS recommends using freshly boiled tap water to make infant formula — not water that has been boiled previously and allowed to cool, and not water that has been sitting in the kettle. Boiling kills bacteria including Cronobacter sakazakii, which can cause severe illness in newborns. Allow the boiled water to cool for no longer than 30 minutes before mixing with formula powder.
Nitrates and infants
Nitrates in drinking water are a specific concern for infants under six months. At high concentrations, nitrates can cause methaemoglobinaemia (blue baby syndrome), in which nitrate compounds in the blood reduce oxygen-carrying capacity. The UK legal limit for nitrates in drinking water is 50 mg/l, set specifically to protect infants.
In practice, nitrate levels above the legal limit are rare in UK tap water — the DWI compliance rate for nitrates is above 99.9%. However, if you live in an agricultural area served by groundwater (parts of East Anglia, Lincolnshire, or the Midlands), and your water has nitrate levels above 50 mg/l, use bottled water (with nitrate < 50 mg/l) for infant formula until the issue is resolved. Softened water warning
Water softened by an ion exchange system should not be used for infant formula. Ion exchange softeners replace calcium and magnesium with sodium, which significantly increases the sodium content of the water. High sodium intake is harmful to infants whose kidneys cannot process it efficiently.
If you have a whole-house water softener, the NHS advises using a separate unsoftened tap (most softener installations include a hard water bypass tap for the kitchen) for drinking water and infant formula.
PFAS and infants
Infants are considered a sensitive group for PFAS exposure because their bodies are still developing and they consume relatively more fluid per unit of body weight than adults. If you are in a Thames Water area with PFAS improvement notices, or in another supply zone with elevated PFAS readings, the precautionary principle suggests using an NSF/ANSI 58-certified reverse osmosis filtered or NSF P473-certified carbon block filtered water for infant formula preparation.
Lead and infants
Infants are more vulnerable to lead exposure than adults. If you live in a pre-1970 property, flush the tap for 30 seconds before drawing water for infant formula. This clears water that has been standing in lead service pipes overnight. Request a free lead test from your water company if in doubt.
